Eugene, you have provided some valuable insight. Advisers want to help clients and are doing so with several impediments. So, I agree, cut the red tape, have 1 regulatory body and work with licensees to ensure compliance and appropriate advice.
If only those that need to take action do read and listen. Extending this World of regulation and protectionism is a very costly exercise and possibly doing more harm than good.
